The Texas State Guard provides mission-ready military forces to assist state and local authorities in times of state emergencies; to conduct homeland security and community service activities under the umbrella of Defense Support to Civil Authorities; and to augment the Texas Army National Guard and Texas Air National Guard as required.

SLCC is the terminal senior-leader course of the TXSG Professional Military Education pipeline. It prepares O-5, O-6, E-8, and E-9 members for enterprise-level command, staff, and policy roles across the Texas Military Department (TMD), the joint force, and the interagency environment. The course assumes graduates have completed TXSG CGSC (Phases 1 and 2) or a federal equivalent, and does not repeat intermediate-level content. Active participation is required; the strength of the course is the exchange of judgment between the facilitator, students, and invited senior briefers.

Upon completion of SLCC, graduates will be able to:

1. Compose and deliver strategic-level communications, in writing and in person, that persuade senior decision-makers and preserve command intent.

2. Evaluate ill-structured strategic problems using critical and creative reasoning frameworks.

3. Formulate a written personal philosophy of executive leadership.

4. Analyze the Texas legislative and appropriations processes and their implications for the TXSG mission.

5. Evaluate ethical dilemmas facing senior TXSG leaders using recognized decision frameworks.

6. Analyze the strategic leader’s role across joint, interagency, intergovernmental, and multinational (JIIM) environments.

7. Evaluate the role of communication and information management in Executive Staff Section (EXSS) performance.

8. Evaluate fiscal stewardship decisions in the TXSG context against published fiscal management principles.

9. Analyze the purpose and risk profile of public relations and public affairs for the TXSG within the TMD.

This course is designed to provide the Texas State Guard commissioned officers in all branches of the Texas State Guard with fundamental leadership training and skill competencies.  The strength of the course is the exchange of information between the instructor, officers and peers.  Active participation is required in the course.
